The FAA has published a draft of its first comprehensive guidance document providing direction for aircraft eligibility and operational use of datalink communications in the U.S. and other countries. Advisory Circular AC 90-117 applies to pilots, certificate holders, operators and program managers conducting datalink communication operations, and to those providing data comm services designed to meet FAA and ICAO requirements.
Specifically, the AC addresses automatic dependent surveillance datalink communications (CPDLC), which provides a direct connection between aircraft automation and ground automation systems to exchange status information concerning the flight, including automated pilot position reports. This process is intended to deliver efficient digital communications, alleviating frequency congestion or misunderstandings and misinterpretations common to voice communications.
Aircraft communications addressing and reporting systems (ACARS) are also discussed in the 146-page document as part of overall datalink services. Guidance is provided for performance monitoring and problem reporting. Additionally, the circular provides explanations of datalink systems to inform those who might be new to using digital aircraft communication and surveillance systems. Comments on draft AC 90-117 are due by May 15, 2017.
