On November 7, Jacksonville, Fla. citizens will vote on a non-binding referendum to give Cecil Field back to the Navy. Cecil Field was a Navy base until 1999, when most of the airport was given to the city under a Base Realignment and Closure program. The airport has four runways, two FBOs and a large aircraft maintenance company, Flightstar Aircraft Services. Flightstar moved to Cecil Field a year ago, into a new 200,000-sq-ft building that would cost $50 million to move to another airport, a company spokesman said. While nonbinding, the referendum could launch a court battle and result in the Navy moving its Atlantic Fleet Master Jet Base from Virginia Beach, Va., to Jacksonville.
