Bombardier Learjet 35A, Aniak, Alaska, Feb. 21, 2008–The captain of the aero-medical flight whose wing hit the runway inadequately compensated for wind conditions during the landing flare/touchdown, the NTSB concluded. Contributing to the accident were a crosswind and wind shear. The captain of the positioning flight said that after the airplane broke out of the clouds at about 1,200 feet, he had to hold a 15- to 20-degree left crab to align with Runway 28 and left a strong crosswind as the airplane crossed the threshold. During the flare, the left wingtip fuel tank hit the runway. About the aft third of the underside of the fuel tank was scraped and flattened. The upper surface of the wing, inboard from the tiptank, was wrinkled. The ATP-certified captain, the commercial-certified first officer and three medical crewmembers were not injured.
