The National Air Transportation Association is reminding FBOs and
airports with fuel farms and trucks that compliance dates for new U.S. Environmental Protection Agency (EPA) Spill Prevention, Control and Countermeasure (SPCC) rules are approaching. The major 2002 and 2006 rule changes are now due for compliance by July 1, the end of this month. December 2008 rule changes require compliance by January 14 next year. According to NATA, the following schedules apply for SPCC plans (see www.nata.aero for more information):

• Facilities beginning operation on or before Aug. 16, 2002, must maintain their current plan and implement the 2002 and 2006 amendment before July 1, 2009.
• Facilities beginning operation after Aug. 16, 2002, must prepare and implement their SPCC before July 1, 2009.
• Facilities beginning operation after July 1, 2009, must prepare their SPCC plan before beginning operations.
