According to NBAA, the NTSB recently released an advanced notice of proposed rulemaking and wants input on the rules of procedure for the NTSB’s review of certificate actions taken by the FAA. The rules were last changed in 2000 to require the Board to take as fact allegations offered by the FAA, which means those undergoing FAA certificate action are essentially guilty until proven innocent. Comments on the ANPRM are due by February 22.
