Transport Canada recently published two advisory circulars to provide guidance for private and commercial business aircraft operators in meeting the latest civil aviation regulatory amendments.

Acceptable means of ensuring compliance by private operators with CAR 604 is contained in AC 604-004. Subjects covered include flight operations, flight- and duty-time limits, emergency equipment, maintenance, training, ops manuals, flight attendants and safety management systems. In addition, an appendix contains a complete working sample of a private operator registration document and a form to request nearly 30 special authorizations.

Meanwhile, AC 700-043 outlines changes to CAR 700 air operator certificates (AOCs) as they are transitioned to meet current ICAO formats and identify changes to private operator registration documents (PORDs). Specifically, the circular highlights changes to the transportation of dangerous goods program, labels changes to the area of operations section of the AOC and PORD, as well as clarifies how special authorization “RNP APCH” is annotated, provides the definition of scheduled point and offers specific guidance to operators on SA instrument procedures.
