The FAA recently published a record of decision in which it proposes to implement a Letter of Agreement (LOA) between Boston ATC facilities and Rye Brook, New York-based Tailwind Air Service for seaplane operations in Boston's Inner Harbor.


This LOA would ensure “standardized, safe and deconflicted seaplane operations in the Inner Harbor, and allows for efficient use of the Boston Logan International Airport Class B airspace,” according to the FAA. “The proposed VFR handling of seaplane arrivals and departures will enhance safety and minimize delays for aircraft using Logan.”


In addition to meeting FAA, state, and city regulations, Tailwind must be able to convince the local community that its operations will be safe and not excessively noisy. “We've held two public meetings via Zoom, and are engaging with local neighborhood associations as well on any concerns," Tailwind CEO Alan Ram told AIN.


“We primarily point out the track record of the successful and safe integration of seaplane operations into the fabric of urban life in places like Seattle, Vancouver, Miami, and New York," Ram said. "We also point out the high standard of training and oversight of our well-maintained and dual-crewed Cessna Caravans on floats, and the evidence that the seaplanes themselves are vastly quieter than overflying jets on approach and even many boats already present in the harbor."
