Transport Canada has issued a preliminary consultation assessment on flight duty time and fatigue. The purpose of a preliminary issue and consultation assessment (PICA) is to communicate Transport Canada’s intent to begin consultations with stakeholders regarding existing, future, and potential regulatory issues. Revisions to duty time and rest regulations for Canadian-registered commuter and air-taxi operators of turbine and non-turbine aircraft (CAR Parts 704 and 703) went into effect on Dec. 12, 2022. The Canadian Business Aviation Association (CBAA) has raised concerns that the current regulations “do not work for unscheduled commercial operations” (CAR Part 604). Comments on the PICA are due May 10, 2024.
