Description

The Environmental Protection Agency (EPA) has issued rules that specify minimum volume and percentage requirements for Renewable Fuel Standards (RFS), including sustainable aviation fuels (SAF), for 2023 through 2025. Requirements for SAF levels are based on a number of recent developments expected to significantly increase the availability of SAF, not the least of which was the Administration’s announcement in April 2022 of a “sustainable aviation fuel grand challenge” to inspire a dramatic increase in the production of SAF to at least three billion gallons per year by 2030. This effort is accompanied by new and ongoing funding opportunities to support SAF projects and fuel producers totaling up to $4.3 billion. Through 2025, however, EPA expects that only relatively “modest volumes” of these fuels might be produced. The rules have phased in compliance dates starting on Sept. 11, 2023.
