September 18 is the comment deadline for two separate notices of proposed rulemaking (NPRM). The comment period ends Monday on a proposal for transport aircraft manufacturers, including business jet OEMs, to establish operational limitations to prevent widespread fatigue damage for all future Part 25 designs. For existing designs, the requirement would apply only to jets with mtow of more than 75,000 pounds and operated under Part 121. The proposal is one of several rulemaking actions being taken under the FAA's aging-aircraft program. Separately, comments are due Monday on proposed revisions to the engine bird ingestion airworthiness standards of Part 33 that would, among other things, require engine manufacturers to subject new engine designs to ingestion tests of large flocking birds weighing more than 1.15 kg (2.5 lbs) and up to 3.65 kg (8 lbs).
