In a November 22 letter to the European Civil Aviation Conference (ECAC), the Transportation Security Administration said it has “begun the process of developing and instituting a security oversight and monitoring program for fractional ownership aircraft. We will update you as the program progresses.” The letter was the latest correspondence between the TSA and ECAC over the latter organization’s concerns about the security aspects of fractional operations. TSA administrator Kip Hawley said, “We agree that the need exists for more definitive operational security guidelines.” Hawley noted that many U.S. fractional operations currently comply with the twelve-five standard security program (TFSSP), and “we believe there is adequate justification to mandate that fractional owners comply with an approved security program similar to that of the TFSSP.” Meanwhile, ECAC member states are scheduled to meet tomorrow in Paris to discuss several issues, including fractional aircraft operational and security regulatory recommendations.
