Low-airspeed Warning System Mandated for Caravans

FAA Airworthiness Directive 2007-10-15, effective June 21, requires that operators of all 765 U.S.-registered Cessna Caravans install low-airspeed awareness systems at a cost of about $8,200 per airplane. On February 20 Cessna issued AFM Supplement S1, which addresses operations in icing conditions, and the AD also requires that S1 be incorporated into the Caravan AFM. The low-airspeed warning system is necessary, the FAA stated, because Caravan pilots “have not been diligent in the management of the aircraft when operating in icing conditions.” The system provides, the FAA explained, “an alert with sufficient time to allow pilots to take the proper corrective action.” While the new AD supersedes AD 2006-06-06, the requirements of AD 2006-06-06 must still be met until the operator complies with AD 2007-10-15. Compliance is required by September 21. Cessna has provided a service bulletin (CAB06-11) and kit (208-171) for installation of the new low-airspeed warning system since October 2006.
