“The brake system and emergency brake system were functionally checked, and no abnormalities were noted,” according to an NTSB preliminary investigation report of the Citation CJ2 that ran off the runway into the water trying to land at Bader Field, Atlantic City, N.J., on May 15. “The anti-skid system could not be tested, due to saltwater damage,” the Safety Board said. “Examination of the emergency brake system revealed it had not been used, and the nitrogen bottle gauge indicated 1,800 psi.” The pilot told an FAA inspector that he flew “one circle” around the airport, observed the windsock, and then landed on Runway 11 (2,948 feet long, 100 feet wide). During the landing roll, approximately two-thirds down the runway, the pilot said he “lost the brakes.” A witness said the Danish-registered jet (OY-JET) touched down about halfway down the runway. Additionally, examination of the runway revealed tread marks beginning approximately two-thirds down the runway and continuing off the departure end into the grass and dirt. The wind reported at Atlantic City International Airport around the time of the crash was from 280 degrees at 9 knots. According to the Cessna 525A landing distance chart, an airplane with a landing weight of 11,000 pounds requires 2,930 feet of landing distance in a no-wind situation. With a 10-knot tailwind, the jet requires 3,500 feet of landing distance. The FAA Airport/Facility Directory has a note that Bader is “closed to jet traffic.”
