NBAA has completed an online Advance Passenger Information System (APIS) submission service to allow Part 135 operators to comply with new requirements to electronically transmit passenger and crew manifests to U.S. Customs before arriving in the U.S. On February 18, customs began issuing fines of up to $10,000 to Part 135 operators that failed to electronically transmit manifests, despite the fact that neither the operators nor customs had an easily workable system in place to deal with non-airline information. NBAA’s online APIS submission service–available at no charge to association members and non-members–was developed as an interim solution. Meanwhile, NBAA and the National Air Transportation Association have requested that customs suspend enforcement of the regulation until a long-term solution is developed.
