Part 23 Requirements Under Review

The FAA is working on a review of Part 23 certification regulations, with the goal of “improving the certification process and requirements and also continuing to improve the safety and reliability of such aircraft throughout their lifecycle,” according to the National Air Transportation Association (NATA).

The preliminary certification process study (CPS) report is due from the FAA’s Small Aircraft Directorate in Kansas City this month. The FAA has completed a similar CPS for Part 25 transport category regulations. The Part 23 study covers regulations that apply to the majority of general aviation aircraft, and the CPS effort “will positively affect general aviation for decades to come,” according to NATA.

Topics to be covered in the review include FAA internal process (streamlining data management), pilot interface and certification (requirements and process). The final report is due to be delivered in August 2009.
