GAMA president and CEO Pete Bunce urged key lawmakers to introduce FAA reauthorization legislation, saying the absence of a long-term bill creates uncertainty in the marketplace. Noting that the last long-term bill expired September 30 and Congress has already approved one extension, Bunce said, “Every day that passes makes it more likely that we will have another.” Not only does this raise uncertainty, but it brings a “loss of momentum in addressing policy areas like certification reform,” he said.


The next reauthorization bill must push the FAA to make better use of Organizational Designation Authorization to help the agency manage limited resources and improve the certification process, he said. GAMA also urged the lawmakers to focus on the FAA’s international engagement to facilitate the flow of products. “GAMA believes that these reforms could be passed quickly and with bipartisan support,” he said.


Bunce acknowledged the need to discuss the financial stability and flexibility of the agency more broadly, but said, “We need to be certain that as we try to solve specific problems, we do not create others.” He noted that the FAA’s air traffic system is the largest and most complex in the world and said, “Any change must not weaken this strong foundation.”


Bunce added: “Because the issues involved in FAA reauthorization require thoughtful review, GAMA hopes you will introduce legislation in the near term and allow constructive and collaborative discussions to begin.” The letter was sent to the leaders of the House Transportation and Infrastructure and Senate Commerce Committees.
