Non-Russian-built aircraft weighing more than 12,500 pounds mtow, including those registered abroad, that are placed on a Russian operator’s certificate and used for commercial transportation will be required to install Glonass satellite navigation equipment by Jan. 1, 2017. The mandated date is Jan. 1, 2018, for general aviation aircraft. The rule imposes new requirements on non-Russian-certified operators, and the Russian Federation says it does not intend to prohibit the use of other GPS constellations in Russian airspace.
